Publishing a game on Steam starts with Steamworks and the one-time Steam Direct Fee that Valve charges per product. This guide explains what you need, how the sign-up and checkout flow works, and how to pay with a Coinepay virtual card. It also covers the most common card-declined causes so you can fix them quickly.

What you need before you start

The Steam Direct path runs through a Steam account, and the fee invoice is issued to the individual who is logged in and pays, not to the partner company. Have these ready:

  • A Steam account you can sign in to, with the store country set to reflect your actual country of residence.
  • Your real identity and billing details for Steamworks' digital paperwork (bank, tax and identity steps).
  • A funded Coinepay virtual card. After you register and complete identity verification (KYC), Coinepay issues the card with its number, expiry date and CVV in the dashboard. If you do not have an account yet, create one here and manage everything from the iOS or Android app.

Steam Support lists Visa, MasterCard, American Express and Discover among the card types used for Steam charges, and the choices you actually see appear at checkout based on your store country. Whether a specific card type is accepted for this fee in your country is not something either Steam or this guide can promise in advance, so if you need certainty, contact Coinepay support to confirm your card meets the requirement before you buy.

How much the Steam Direct Fee costs

Valve documents a one-time, per-product fee rather than a named monthly Steamworks plan. In its documentation it is called the Steam Direct Fee, and in the Steam store checkout it appears as the Steam Direct Product Submission Fee. At the time of writing (October 2026) the published prices on the Steam store include:

StorefrontPrice shown
United StatesUS$100.00 per product
Netherlands (euro)€84.99
AustraliaA$149.95

Valve describes the fee generally as US$100 or the local equivalent. Prices vary by region, so always check the Steam Direct Product Submission Fee page on the Steam store for your own country before paying. The fee is non-refundable, and there is no documented recurring charge to cancel: Valve recoups the fee from a later payment once that product reaches US$1,000 in adjusted gross revenue from Steam-store or in-app purchases.

Step-by-step: paying with your Coinepay virtual card

  1. Open your Coinepay card details. In the Coinepay app or dashboard, select your virtual card and note the card number, expiry date and CVV. Make sure it has enough balance to cover the fee in your region's currency.
  2. Sign in to Steamworks. Go to the Steam Direct page in a browser and sign in with your Steam account. Follow the prompts to begin the digital paperwork for the new product.
  3. Reach the fee checkout. Steamworks redirects you to a Steam-store transaction to pay the Steam Direct Product Submission Fee. The payment methods available in your region appear here; note that methods using Steam Wallet funds are not accepted for this fee.
  4. Choose to add a card. Select the card payment option and enter your Coinepay card number, expiry date and CVV.
  5. Enter billing details that match your card. Type the billing address and name exactly as they appear on your Coinepay account. A mismatch here is one of the most common decline causes.
  6. Complete any 3-D Secure step. If an extra verification prompt appears, approve it through the method tied to your Coinepay account so the bank authorises the charge.
  7. Confirm the purchase. After payment succeeds, return to Steamworks and continue the remaining bank, tax and identity steps to finish onboarding your product.

Buying a product credit as an existing partner

If you already have a Steamworks account and want to add another product, an Admin can buy an app credit from the Steamworks home page. The credit attaches to the Steam account of the person who pays, and only that person can activate it, so have the right individual complete the checkout.

Where billing and payment settings live

Two different places hold your details, and it helps to know which is which:

  • Partner company, bank and tax settings: Steamworks home page → Tools + Links → View and edit company information. Changing banking or tax details requires Actual Authority permission on the account.
  • Stored card payment information: the individual payer's Steam Account Details page. The Steam Direct invoice is issued to the logged-in individual, so this is where the card used for the fee is managed.

Troubleshooting a declined card

Steam Support publishes general checkout messages such as "unexpected error," an issuer decline, an incorrect billing address, a wallet-currency mismatch and PayPal-unavailable notices. These are general Steam checkout errors rather than a Steam-Direct-specific list, but they point to the usual causes.

Insufficient balance or a bank limit

Confirm your Coinepay card has enough to cover the full fee in your store's currency, then try again. Steam also notes that a bank's online-spending limit or a fraud flag can block a charge even when funds are available.

Billing address or CVV mismatch

Steam lists incorrect card details, a wrong CVV and an expired card among decline reasons. Re-check every field against your Coinepay dashboard. Steam warns that a failed address or CVV check can leave a temporary hold from your bank without Steam actually collecting payment; that hold typically clears on its own, and you can ask Coinepay support if you have questions about it.

3-D Secure not completed

If the verification prompt is dismissed or times out, the bank will not authorise the charge. Restart the checkout and complete the approval step promptly.

Region checks and currency

Payment methods depend on your Steam store country, which Valve says must reflect your residence, and purchases require a local payment method. Valve also states it does not transact with sanctioned parties or in listed sanctioned locations, including Crimea, Cuba, Iran and North Korea. If your card's currency does not match your store, you may see a wallet-currency mismatch message. Keep your store country and card details consistent with your real location rather than trying to work around a regional check.

Note: following an early-July 2025 acquiring-bank change, Steam Support says PayPal became unavailable for Steam transactions in currencies other than EUR, CAD, GBP, JPY, AUD and USD. This affects PayPal specifically, not card payments.

Still stuck?

If the charge keeps failing after you have checked balance, billing details and 3-D Secure, reach out through the Coinepay support page or Telegram to confirm your card is ready for this payment. For errors on Valve's side, use Steam Support's help pages for the specific message you see.

FAQ

Is the Steam Direct Fee a recurring subscription?

No. Valve charges a one-time Steam Direct Fee per product, not a recurring Steamworks subscription. The fee is non-refundable, and Valve recoups it from a later payment once that product reaches US$1,000 in adjusted gross revenue.

How much is the Steam Direct Fee?

At the time of writing (October 2026) it was US$100.00 in the United States, €84.99 on the Netherlands storefront and A$149.95 in Australia. Prices vary by region, so check the Steam Direct Product Submission Fee page on the Steam store for your country.

Can I pay the fee with Steam Wallet funds?

No. The fee accepts the Steam checkout methods available in your region except methods using Steam Wallet funds. The available choices appear at checkout, where you can enter your Coinepay virtual card instead.

Will my Coinepay card be accepted for the Steam Direct Fee?

Steam lists Visa, MasterCard, American Express and Discover among card types used for its charges, but acceptance for this fee in every country is not guaranteed. Contact Coinepay support to confirm your card meets the requirement before you buy.

Why was my card declined at Steam checkout?

Common causes include insufficient balance, a billing address or CVV mismatch, an expired card, a bank spending limit or fraud flag, an incomplete 3-D Secure step, or a store-country or currency mismatch. Fix the specific issue and retry; a failed address or CVV check can leave a temporary bank hold that clears on its own.
