IBM Cloud asks for a verification card when you create a standard account, and billable services can generate charges after sign-up. This guide explains how to prepare a Coinepay virtual card, enter it during IBM Cloud registration, review what you are buying, and investigate a declined payment.
Before you start: check IBM Cloud’s card rules
Register with Coinepay and complete identity verification before using its card services. You can manage your card in the Coinepay mobile app or 24/7 self-service dashboard. Once issued, the virtual card provides a card number, expiry date, and CVV. Check the app for your available funds and any card details you need before starting IBM Cloud registration. You can register with Coinepay if you do not yet have an account.
Check eligibility before relying on the card: IBM Cloud says it accepts a Visa or Mastercard debit card for sign-up only if the number is not disposable or one-time-use; otherwise, it requires a credit card unless you have a qualifying subscription or feature code. Do not assume that a Coinepay virtual card satisfies IBM’s card requirements. Contact Coinepay support to confirm your card meets this requirement before you buy, and check IBM Cloud’s current registration rules as well.
Use your real name and billing details. IBM also has country-specific account rules: personal, non-business use is unsupported in certain countries, including Nigeria, Saudi Arabia, Turkey, the UAE, Belarus, and Ukraine. Norway and Switzerland have additional local-contracting considerations for personal accounts. Check IBM Cloud’s account documentation for your country and intended business or personal use; a card does not override those rules.
Choose the IBM Cloud account and services you need
IBM Cloud lists Trial, Pay-As-You-Go, and Subscription account types. A new standard registration becomes a Pay-As-You-Go account. Older Lite accounts remain available only to people who created one before October 25, 2021. Do not confuse those legacy accounts with individual Lite service plans, which are free and quota-based. IBM also offers Free service plans with a free allowance.
A Pay-As-You-Go account has no fixed account fee listed at the time of writing (October 2026); IBM generally invoices monthly for billable services used beyond free allowances. Each paid service has its own plans and prices, which can vary by region. Before provisioning anything, select the service, plan, and region in IBM Cloud’s catalog or pricing estimator and review the displayed estimate. A free allowance is not a promise that all resources you create will be free.
A Subscription is a commitment rather than simply another way to enter a card. At the time of writing (October 2026), IBM states a minimum commitment of USD 100 per month for 12 months. The selected commitment, term, and discount determine the bill, while usage beyond subscription credit is charged at the nondiscounted rate. Check IBM Cloud’s official pricing and subscription pages for current terms before committing. IBM also lists Enterprise Savings Plan, IBM Cloud Reservations, and other subscriptions and commitments; those arrangements have their own terms.
Sign up for IBM Cloud with your card
- Prepare your details. Have access to your Coinepay card number, expiry date, and CVV. Check your available funds, and have your real account and billing details ready. IBM may place a verification hold, which it says may be reversed within 24–72 hours; leave enough available funds for the verification and any intended purchases.
- Start IBM Cloud registration. On the official IBM Cloud site, create an IBMid or sign in with an existing one. Enter the requested account details. Review the country and account information carefully before continuing.
- Enter the verification card. Supply the Coinepay card details if the card meets IBM’s stated requirements. Enter the real cardholder and billing information associated with the card; do not substitute a different country or address to try to pass verification.
- Finish registration. Select Create account and confirm the email IBM sends you. If IBM cannot verify the card or account, resolve the issue rather than repeatedly submitting changed details.
- Review costs before creating resources. In the IBM Cloud catalog, check the chosen service plan, region, allowances, and estimated charges. Provision only the resources you intend to use, then monitor billing as usage changes.
Card verification at registration is not the same as paying every future invoice. Keep your payment information current and check IBM Cloud’s billing instructions for your account currency and location.
Pay for a Subscription or manage later invoices
If you are eligible to purchase a Subscription through the console, go to Manage → Account → Account settings → Upgrade. Select the monthly commitment and term, review the purchase details, and submit the requested payment information. An existing Pay-As-You-Go customer should contact IBM Cloud Sales about conversion rather than assuming the upgrade screen will convert the account. At the time of writing (October 2026), IBM limits console Subscription purchases to USD 5,000, or the equivalent in the account’s billing currency; larger purchases go through IBM Cloud Sales. Check IBM’s current terms before making a commitment.
For a USD-billed account, look under Manage → Billing and usage → Payments for payment settings and Invoices for bills. IBM directs non-USD accounts to IBM Billing for payment methods and Invoices → IBM Invoices for invoices. Follow the payment options shown for your account: IBM’s documented card option for paying an invoice applies only in the US and Canada. IBM also describes ACH invoice payment and eligible purchase-order or firm-order-letter arrangements through a seller. PayPal is not an IBM Cloud payment option; IBM says it stopped accepting it on March 31, 2023.
What to do if IBM Cloud declines the card
Read the exact message and check whether the failure happened during registration, when saving a card, or when paying an invoice. Those are different steps with potentially different payment rules. Avoid making repeated identical submissions while a transaction may still be processing.
- Insufficient available funds: Check the Coinepay app for available funds, including enough for IBM’s verification hold or the charge you are trying to make. Add funds through the options available to you if needed, then retry once. Check the intended service cost separately; IBM Cloud usage can change after registration.
- Name or billing-address mismatch: IBM says “Transaction Rejected” can result from an authorization failure, including a mismatch between account information and issuer records. Compare the real cardholder name and billing address with what you entered in IBM Cloud. Correct errors in the appropriate account rather than inventing replacement details.
- Authentication or 3-D Secure step: If checkout requests additional card authentication, follow the prompt and check for an approval request in the channel available to you. If the challenge does not appear or cannot be completed, ask Coinepay support whether the attempted transaction and its authentication request reached the card service. Do not assume that every IBM Cloud payment uses the same authentication flow.
- Card authorization or region checks: IBM documents “General decline of the card” and “Inactive card or card not authorized for card-not-present transactions.” Ask Coinepay support to review the attempted transaction, and confirm that the card meets IBM’s sign-up rules. Also check that your real country, account type, and billing arrangement are eligible under IBM’s rules. Do not change your stated region to bypass a restriction.
- Other IBM messages: “Invalid account number” calls for checking the card digits. A required or invalid VAT ID should be corrected using your genuine tax information. If you see “Transaction already processed,” inspect the payment status before retrying. For “Your card could not be saved. Please try another card,” check IBM’s card requirements and ask IBM support what failed.
Keep charges under control
Review IBM Cloud invoices and active resources regularly. For a Pay-As-You-Go account you no longer need, delete services and devices and cancel billing items before going to Manage → Account → Account settings → Close account. Simply turning off a resource may not stop its recurring charge, and accrued charges can still appear on a final invoice.
A Subscription has different exit terms. Closing it requires a support case, and IBM decides whether early cancellation is permitted; remaining subscription credit might be forfeited. Check your commitment before purchasing, and contact IBM Cloud support if you need to discuss cancellation. For Coinepay card or transaction questions, use Coinepay support.
